WSSA Referees

The WSSA is the State organization of member adult leagues providing affiliated soccer in association with U.S. Soccer (USSF) and FIFA. The WSSA issues two types of player cards - single league or unlimited - annually to all affiliated adult players in the state. USSF Referees should be aware of the following policies related to officiating affiliated adult soccer matches in Washington State:

• A player in possession of a single league card may only play in games provided by that league and all affiliated tournaments. A player in possession of an unlimited card may play in any affiliated league game or tournament.
• A player in possession of an expired card - single league or unlimited - may not play in any affiliated game. Allowing a player to play with an expired card voids the coverage provided by USSF Referee Liability insurance in case an injury or incident occurs in the match. The referee then becomes liable and the game becomes unaffiliated. The referee should not allow the player to play, retain the expired player card and mail it to the WSSA office at the earliest opportunity.
• If a player presents a valid single league player card from another league, the referee may allow the player to play. The referee shall inform the player that he/she needs to acquire an unlimited player card and notify the WSSA office of the player's name, game location, league and date of occurrence.
• The WSSA requests that referees adopt a policy of stringently enforcing rules prohibiting dissent and offensive, abusive and insulting language, and caution or eject players as appropriate for violation of such rules (Adopted 4/29/01).
